DFS Project ViCTORiA: Enhancing Air Traffic Management with Virtual Tower Solutions in Munich

Munich Airport is the second busiest airport in Germany and a major hub in Europe. Serving over 48 million passengers annually and handling more than 400,000 aircraft movements, Munich Airport is renowned for its high standards of service and efficiency. However, the airport’s control tower requires renovation in the coming years, presenting a unique challenge for maintaining uninterrupted air traffic management.
To address this challenge, FREQUENTIS DFS AEROSENSE, a joint venture between DFS Aviation Services GmbH, a daughter company of DFS GmbH, and Frequentis, has been awarded the contract to install a validation system for a virtual tower at Munich Airport. This system, set up at the DFS branch at Munich Airport, aims to determine the potential of virtual tower solutions for hub airports and prepare them for deployment. The virtual tower system will support complex operations and independent parallel runway operations.
The primary goal of the ViCTORiA project is to assess the extent to which a virtual tower can substitute the conventional tower and determine the capacity that can be achieved using the virtual tower. The initial project phase will focus on determining and validating the potential and suitability of the virtual tower for larger airports like Munich from both operational and technical perspectives. The technical and operational validations will be carried out in 2025.
The working environment of the virtual tower will be housed at the DFS branch in Munich. As part of the project, 360-degree panorama cameras and pan-tilt-zoom (PTZ) cameras will be mounted on the existing control tower. The 4K cameras will transmit information to high-resolution screens in the DFS branch, serving as the best possible substitute for the view from the tower itself.
