The “New Normal” with the ongoing conflict in Ukraine, which has reduced European airspace by 20%, coupled with the increasing demand for military training, imposes additional constraints on the Flexible Use of Airspace (FUA). Despite these challenges, Airspace Management in Europe remains largely unchanged, and discrepancies between planned and actual flight paths create inefficient tactical workloads. This situation underscores the necessity for improved tools and more dynamic processes, as well as the need for routine cross-border operations.
EUROCONTROL’s tools, such as LARA, PRISMIL, and CIMACT, which are widely used by ANSPs at the national level, should also involve airspace users in close coordination with the Network Manager (NM) to facilitate cross-border transit. Additionally, exploring digital and AI solutions is essential to optimize airspace usage and minimize tactical interventions.
The conference will emphasize the importance of encouraging cross-border OAT services to ensure mission effectiveness, enhance capacity management, and improve traffic deconfliction between civil and military flights. Additionally, it will outline the solutions facilitated by EUROCONTROL to achieve these goals.
