Terry Biggio

SAIC

Senior Director, Aviation Business Development Civilian Business Group

Terry Biggio is a nationally respected aviation executive with more than 40 years of experience in air traffic management, aviation safety and infrastructure modernization. He is Senior Director of Aviation Business Development at SAIC, leading strategic stakeholder engagement and delivery for one of the federal government’s most complex transportation portfolios.

Biggio began his in aviation career at the U.S. Federal Aviation Administarion (FAA) in 1981 as an air traffic controller at the Minneapolis Center and advanced into senior executive roles including:

Vice President for Safety and Technical Training
Vice President for Air Traffic Services
Vice President for Terminal Services
Deputy Vice President for En Route and Oceanic Services
Regional Administrator for the Southwest Region

At the FAA, he led high-stakes stakeholder coordination, including negotiations with labor unions, controller workforce engagement and operational planning. He worked with the U.S. National Air Traffic Controllers Association (NATCA) and other labor organizations to align modernization with workforce readiness, safety protocols and training standards. His leadership was critical in managing labor-management challenges during technology rollouts and post-9/11 reforms.
On September 11, 2001, as Operations Manager-in-Charge at the Boston Center, he helped direct the FAA’s initial response to the crisis.

His experience extends abroad as well. On a one-year detail to the U.S. Department of Transportation as the Senior Aviation Advisor at the U.S. Embassy in Baghdad, he supported the transition of Iraqi airspace from military to civil control. He coordinated with international stakeholders, military authorities and civil aviation leaders, provided leadership to military and embassy aviation teams and advised the Iraqi Civil Aviation Authority Director General on strategic aviation growth.

After retiring from the FAA, Biggio served as CEO of the Aviation Group at Washington Consulting Group before joining SAIC in 2020.

Biggio holds a B.S. in Aviation Management and an M.S. in Applied Management. A certified private pilot, he brings technical fluency, labor engagement expertise and crisis-tested leadership to the future of aviation infrastructure.
