Marina Estal is an expert in ATM/UTM, a seasoned aviation professional with over 13 years of experience in Air Traffic Management (ATM), airspace policy, and regulatory oversight of Air Navigation Service Providers (ANSPs). She holds multiple Master’s degrees in Aeronautical and Aerospace Engineering, along with specialized training in air navigation services management and flight procedure design.
She has served in several key roles across the Spanish Civil Aviation ecosystem, including:
• Civil Aviation Inspector at the Spanish Aviation Safety and Security Agency (AESA) (2013–2020), where she led and executed ANSP certification processes under EU regulations for Enaire, SAERCO, and Skyway, in services such as ATS, ATFCM, and ASM, and conducted regular safety oversight audits.
• Head of Airspace Policy at the Spanish Civil Aviation Authority (DGAC) (2020–2024), where she developed national airspace and safety policies, coordinated with civil and military stakeholders, and led regulatory reforms in line with ICAO and EU frameworks.
• Senior Consultant for international ANS/ATM strategy projects with the UK CAA, including oversight strategy and performance planning.
Marina has more than 7 years of experience in a National Aviation Authority, over 5 years in rulemaking, and a robust track record in developing policies, AMC/GM, manuals, and oversight procedures. Her work has consistently aligned with ICAO SARPs, EU Regulations (such as 2018/1139 and 2017/373), and international best practices.
