Colonel Carlos Paulos joined the Portuguese Air Force in 1981. After successful completion of the Air Traffic Control Course, he served in Monte Real Air Base, instructor and Head of Air Traffic Controllers Training Department at Air Force Technical and Military Formation Center, Staff Officer at Operations Branch of Operational Air Force Command and head of the Airspace Management Cell of NATO Combined Air Operations Center (CAOC 10), Monsanto.
After completion of Air Force Command and Staff Course at the Portuguese Air Force Staff College, he was assigned as staff officer for Air Traffic Management to Portuguese Air Force Headquarters Operations Division, being the Head of Operations Branch until 2010. Between 2010 and 2013 he had been assigned to Multinational Civil-Military Cooperation (CIMIC) Group HQ, Italy, as Intelligence Branch Chief, followed by a position as Head of the Portuguese Air Force Recruitment Centre until 2017. Since then, he has been the Deputy Head of the National Aeronautical Authority.
During his career, he has been involved in combined military exercises, the planning and coordination of high visibility events, studies related with airspace, airports, the certification of military aerodromes for civil use and Aeronautical Search and Rescue, attended several national, international and NATO courses and has been participating in civil-military committees and working groups at NATO, EUROCONTROL and EDA.
He has a postgraduate degree in Air and Space Law from the Faculty of Law of NOVA University Lisbon and has been awarded all the relevant Portuguese military medals and commendations.
