SAMPLE – an innovative system capable of surveying, transforming, visualizing and exporting obstacle and terrain data in compliance with ICAO Annex 14 and 15 criteria. The SAMPLE system generates 3D obstacle and terrain data on a global scale in a fast and cost effective manner using high-resolution satellite imagery and supplementary data (LIDAR, radar, UAV surveys and stereovision). The SAMPLE system is able to monitor obstacle limitation surfaces as well as surfaces that protect radio and visual navigational aids in real time at any airport worldwide. When a new obstacle is detected or if the parameters of an existing obstacle change, the SAMPLE system will automatically generate an alert and send a NOTAM proposal to the appropriate institution. The SAMPLE system can generate a Digital Terrain Model in accordance with ICAO eTOD specifications as well as a Digital Surface Model suitable for planning and conducting UAV operations. The SAMPLE system can be used as an alternative obstacle surveying tool replacing traditional geodetic surveys. After surveying, the SAMPLE system will generate an obstacle report in formats such as AIXM 5.1, html, xml, pdf, csv and other formats specified by a customer. The report will be certified by a licensed surveyor – all of the above can be achieved remotely on a global scale without disrupting airport operations on site. The SAMPLE system has a parametrized 3D OLS (Annex 14, ICAO compliant) and eTOD obstacle collection surfaces (Annex 15, ICAO compliant) generator. The SAMPLE system’s prediction function is able to estimate vegetation growth in a specified time interval and location which will facilitate the removal of natural obstacles, while the risk assessment function allows (through the use of ADS-B) to identify infringement of separation between aircraft and obstacles and terrain.
